Position Description: The Health Data Specialist will be responsible for analyzing HIV and other data sources to preparing an Epidemiological Profile for Essex and Hudson Counties in New Jersey as part of the End the HIV Epidemic planning grant. The employee will: 1.) Provide statistical analysis and data management for the End the HIV Epidemic planning grant. 2.) Create analytic datasets by merging, cleaning, and coding data from multiple sources, including behavioral surveys, vital records, census data and public health surveillance. 3.) Document source code and data management and analysis procedures. 4.) Prepare tables and figures for a final Epidemiological Profile which will be used to inform End the HIV Epidemic implementation phase. 5.) Participate in regular meetings with NJDOH and Rutgers School of Public Health research staff and data analysts to discuss proposed analyses, share code and analytic approaches, and discuss data and/or methodological challenges as they arise. 6.) May provide critical methodological evaluation of newly proposed research designs and suggest design improvements and statistical analysis plans. Preferred competencies include: Strong analytical skills; Proficiency with one or more statistical analysis software packages, preferably SAS, and/or R for data management and statistical analysis; Proficiency with Microsoft applications, including but not limited to Outlook, Excel, Access, and Word; Knowledge of Tableau. Ability to provide written descriptions of analytic methods for grant applications and scientific manuscripts; Experience maintaining and documenting source code for reproducibility of analysis; Ability to adhere to protocols for maintaining confidentiality of protected health information, and work with sensitive information (HIV/STI/Hepatitis C surveillance data); Meticulous attention to detail and excellent organizational skills; Ability to work on multiple projects simultaneously, set priorities, and meet deadlines; Strong interpersonal skills and the ability to work both independently and as part of a team; Demonstrated written and verbal communication skills, including ability to communicate results from complex statistical analyses to a lay audience; Flexibility, creativity, and problem solving skills; Ability to collaborate with colleagues from diverse academic and professional backgrounds; Demonstrated effective leadership skills and ability to manage new analysts or students

Qualifications: Minimum requirements include a college or university degree in quantitative field. Preferred: Master’s degree or higher in mathematics, statistics, biostatistics, epidemiology, or related quantitative discipline, experience conducting data analysis with analytic software (SAS preferred). Knowledge and skills developed through 1-3 years of work experience in a related job discipline is preferred.
