Position Description: This is an executive service position which serves as Sexually Transmitted Disease (STD) Program consultant to the Northeast, East, Knox, Sullivan, and Southeast regions of the Tennessee Department of Health (TDH). The Regional Consultant will serve as the primary point of contact, and source for programmatic technical assistance between the TDH Central Office and assigned public health regions. This position is located in the Division of Communicable and Environmental Diseases and Emergency Preparedness’ (CEDEP), HIV/STD/Viral Hepatitis Program, housed at the East Regional Office located in Knoxville, TN. CEDEP includes a large and diverse group of epidemiologists, subject matter experts, and support services who work in a wide range of programs.

Salary Range: $4,326.00- $7,787.00

• Serve as the STD Program Consultant to the East Tennessee Regions of the TDH. • Requires regular travel within the region, and statewide as directed (at least 25% of the time). • The primary function of this position is to serve as liaison and provide technical assistance and guidance to the Regional Director, Health Officer, Communicable Disease Supervisor, and STD Program Supervisors working in the East Tennessee Regions. • Serves as the contact liaison between the TDH Central Office and the East Tennessee Regions. • Competently demonstrate methods, procedures, and techniques for effective STD counseling, interviewing, field investigation, and STD case management to improve knowledge, skills, abilities, and capacity of regional staff. • Conduct STD Program assessments in the East Tennessee Regions. • Provide consultation on programmatic Patient Reporting Investigating Surveillance and National Electronic Disease Surveillance Base System issues on individual cases, situations, and/or circumstances to regional staff. • Monitor Center for Disease Control (CDC) STD Cooperative Agreement outcome data, which is documented in the STD surveillance database. • Identify current knowledge, skills, and abilities (education or practice) directed at improving HIV/STD program performance. • Develop or secure training to meet identified needs, and coordinate delivery of training with regional supervisors/managers. • Participate on committees, internal and external planning bodies, and outreach events as assigned. • Participate in and provide leadership to Disease Intervention Specialists during a STD/HIV/Viral Hepatitis outbreak as assigned. • Participate in user acceptance testing of PRISM/NBS updates. • Assist in developing program grant objectives

Qualifications: • Successful completion of CDC Passport to Partner Services, or an earlier iteration. • Experience of five or more years of full-time, increasingly responsible Disease Intervention Specialist work, including a minimum of two years of supervisory work. • Strong oral and written communication skills, team building, decision making, leadership, and computer skills. • Experience working effectively with diverse groups (e.g. governmental agencies and officials, professional organizations, and the public).
