Position Description: We are currently sourcing a Contracts and Grants Specialist who will work in our Central Business Office located in Calverton, MD. The incumbent will support our Social Sciences research organization with compliance and administration of our grants and contracts as well as serve as our in-house contracting and subcontracting specialist.

Some Primary Duties and Responsibilities Liaises with Principle Investigators, Federal government representatives, Sub- recipients and Vendors concerning contracts/grants and subcontract issues; project and subcontract expirations/closeouts. Generates/reviews Subcontracts/Modifications and Purchase Orders, Consultant Agreement, Personal Service Agreements and other contract/subcontract-related documentation. Monitors subrecipient compliance with applicable Federal regulations and maintains file of nonprofit audit reports for subcontract organizations. Assists with application/proposal budgetary review. Coordinates with Supervisor and others to maintain contracts and grants database, including updating existing CostPoint project records and maintains database of government reporting requirements. Develops Small Business Subcontracting Plans, maintains Small Business Subcontractor Source List and electronically files applicable Small Business Subcontract Reports (eSRS). Performs quarterly reconciliation for YTD Subcontract Payments. Participates in year-end financial audits; contributes to Contracts and Grants Audit, including providing all required sub- recipient awards data, generating Audit letters/files and tracking responses.

Qualifications: Job Requirements Bachelor's Degree in Business or other related field of study. 3-5 years of experience in Contract/Grant management. Experience working for a non-profit research institute preferred Excellent written/oral communication skills. Excellent organizational skills and attention to detail. Service-oriented personality, with demonstrated ability to work independently, manage, and follow through on multiple tasks. Proficient in Microsoft applications (ex. Word, Excel, Outlook), Adobe Acrobat. Experience with Deltek CostPoint a plus. Working knowledge of pre-award and post- award contract/grant administration elements, such as proposal/application budgeting, subcontracting, procurement, compliance and government reporting. Familiarity with government systems such as System for Award Management (,, (FFATA/eSRS) Reporting system, eRA Commons. Knowledge of Federal Regulations, Uniform Guidance, and standard terms/conditions that govern administration of federal funds.

PIRE scientists and practitioners continually focus on the design and implementation of complex program evaluation strategies and the conduct of research related to health and social issues, and criminal justice. PIRE practitioners and scientists provide training and technical assistance in many health-related areas to states and communities that are attempting to improve public health.
