Position Description: Responsibilities The Health Program Administrator I has responsibilities related to the oversight of contract and payment management as well as manage supporting documentation voucher reviews associated with HIV, STD and viral hepatitis service programs. Responsibilities will include, but not be limited to overseeing the payment of vouchers; final review and approval of contracts; overseeing documentation and conducting negotiations related to requests for supporting documentation; developing reports; approving voucher payments; overseeing the processing of contracts and modifications; providing ongoing technical assistance to providers and program staff; assisting in developing additional one-time awards to providers; supervising the work of a team of fiscal reviewers; working in conjunction with the Manager, Contracts and Audits. Other duties as assigned.

Qualifications: Minimum Qualifications Bachelor’s degree and three years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate's degree and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master’s degree in a related field may substitute for one year of experience. Preferred Qualifications At least two years of experience managing the administrative process of contracts and payments. Two years of experience reviewing financial documentation to support expenses submitted on vouchers and/or invoices for allowable and appropriate costs. Experience using financial and grants management systems. Experience providing training and technical assistance. Knowledge of Uniform Guidance, including Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
