Position Description: Responsibilities The Evaluation Specialist IV will oversee all aspects of program evaluation projects, including study design, data collection, data management, data analysis, reporting and presentation of results; lead project team and manage day- to-day operations of evaluation projects; lead the production of abstracts/posters for conference presentations and original manuscripts for journal publication; supervision of staff in the conduct of evaluation reports; provide expertise and technical assistance, and represent the AIDS Institute and OPER; provide technical assistance regarding studies requiring Institutional Review Board (IRB) approval.

Qualifications: Minimum Qualifications Bachelor's degree in a related field and four years of experience in research, analysis, and/or evaluation of health, human services-related programs or a related field; OR an Associate's degree in a related field and six years of such experience; OR eight years of such experience. A Master's degree in a related field may substitute for one year of such experience. Preferred Qualifications Master's degree or doctoral degree in public health, epidemiology, or social and behavioral sciences. Familiarity with HIV/AIDS, HCV, drug user health, and LGBT programs, policy, and/or data issues. Experience with conducting program evaluation research in public health or related fields. Familiarity with survey development and administration and manipulation of large data sets. Strong project management and analytical skills, including advanced statistical techniques and sampling strategies. Knowledge and experience with confidentiality and human subjects protection in research studies. Experience with preparation of abstracts/posters for professional conferences, presentation to management and professional audiences, and publication of study findings in peer- reviewed journals.
