Position Description: This position is a Bureau Chief within the Public Health & Safety Division (PHS). The position is responsible for planning, directing, and coordinating public health service programs to improve and protect the health and safety of Montanans; managing bureau staff through subordinate section supervisors and directly to ensure the effective use of bureau human resources in compliance with collective bargaining agreements and employment policy and law; and managing the policies, administrative systems, and resources of the Bureau to ensure adequate support for projects, optimize the use of staff and funding, maximize efficiency, comply with state requirements, and ensure continued program operations. The position reports to the PHS Division Administrator and is responsible for management of approximately 50 FTE through subordinate section supervisors and direct supervision.

Essential Functions (Major Duties or Responsibilities):

Bureau Planning and Management Develops and oversee strategic planning for the implementation of public health and safety programs and services. Consults with public health, medical, business, and community groups to discuss service problems, respond to community needs, enhance public relations, coordinate activities and plans, and promote public health and safety programs. Develop and implement organizational policies and procedures for the bureau. Maintain communication between advisory councils, task forces, consumer groups, local medical staff, and other organizations. Manage change in integrated public health delivery systems. Review and analyze bureau program activities and data to aid planning, resource management, and public policy development, and to improve service utilization. Oversee the development and administration of diverse federal and other grant funding. Develop and oversee community-based educational and prevention programs, program outreach, and training. Determine the need for and develop recommendations for new legislation and administrative rules to meet program goals and provides expert testimony regarding these matters. Staff Management Supervises managerial staff and indirectly manages the professional staff of the bureau. Establishes and approves overall responsibilities, organizational structures, core activity work plans, priorities, and allocation of positions within sections of the bureau. Ensures that programs maintain up to date core activity work plans and reviews these plans to provide guidance and to assess program performance. Assesses and determines the training needs of bureau staff through analysis of program effectiveness, new public health technology and policies, recommendations from program managers, and staff performance. Develops and implements bureau workforce development. Evaluates the performance of all positions directly supervised and completes annual performance evaluations. Provide leadership, role modeling, and mentoring opportunities to direct and coordinate the activities of staff. Participate in union contract negotiations and labor relations. Bureau Administration

Compiles, reviews, and formulates the budget for the Bureau. Ensures programs are in compliance with agency, state, and federal laws, regulations, and policies. Provide ongoing monitoring of grant program compliance and progress to identify areas for program improvement or enhancement. Oversees the development and maintenance of contracts and memorandums of understanding with county and tribal governments and various other public and private agencies. Review and respond to federal and state audit review and programmatic review recommendations.

Qualifications: Knowledge, Skills and Abilities (Behaviors): Required for the first day of work: Extensive knowledge of public health practice and administration including disease prevention and control. Knowledge and skills in strategic planning and performance improvement. Skill in program and system evaluation. Skill in public speaking. Skill in writing technical reports or grants. Knowledge and skills in fiscal management and planning. Ability to provide effective and professional customer service. Excellent written and verbal communication skills. Knowledge and skills in health policy development and implementation.

Required Minimum Education and Experience:

Master’s degree in Public Health or a master’s degree in health science-related field or in public administration or in a related field with coursework, training, and/or experience in public health. Five or more years of job-related experience in public health or related areas, including two years of management and supervisory experience. Alternative methods of obtaining necessary qualifications include a Bachelor of Science degree in a related medical, scientific field, or public administration with seven years of progressively responsible and related public health experience including at least two years of management or supervisory experience.
