Position Description: The Data Core in the Office of Population Health is responsible for providing innovative analytics that have the power to transform the care we deliver at NYC Health + Hospitals. The Data Core normally touches risk targeting, access to care, depression, care management, outreach to the uninsured and support of incarcerated populations. Our mission is to use data to create information at the program, site and system levels. In March, the Data Core was tapped by the system CMO to run COVID dashboard activities across the system. The Data Core seeks a Program Manager to coordinate our Outbreak Analytics, helping us to run our existing sophisticated COVID analytics platforms and developing new tools to support Test and Trace (or “T2”), NYC Health + Hospitals’ innovative program to track and contain COVID-19 to re-open New York City.

Principal Duties and Responsibilities

• Manage T2 Testing Data and Dashboard Activities: Under the supervision of the Senior Director, manage a team of 3-5 analysts, data scientists, database architects and project managers working together to support the Testing arm of the Test and Trace enterprise at NYC Health + Hospitals. Job duties would include but are not limited to: map data strategy to meet our reporting and analytics goals; liaise with program staff to ensure that we are answering the most important questions; represent Data Core at internal and external T2 leadership meetings; surface most important and actionable insights to leadership and teammates; manage T2 data staff (3-5 FTE, indirect and direct) to ensure that we accomplish our goals and identify the next important topics coming down the road. The successful candidate with have 3+ years of management experience and comfort moving nimbly in a varied and changing data environment. Epic experience a large plus.

• Consult on T2 Testing data, methods, strategies and dashboard design for data users across the Enterprise: Extend COVID analytics capacity to stakeholders in the Office of Population Health, Central Office, facilities, Finance, Social Determinants, Care Management, Community Health Workers, OneCity Health, Ambulatory Care, City Council, NYC Department of Health and other interested parties. For information or analysis requests that cannot be handled by the Program Manager alone, coordinate with the Senior Director, Director and Associate Director to create top of the line data analyses with Data Core’s epidemiologists and partner data scientists. Explain results to expert and lay audience to ensure that data has impactful use.

• Expand COVID Analytics to Support Subsequent Phases of T2 Response: Analyze outbreak data using SAS, SQL, R or similar platforms. Design and create innovative dashboards which enable users to be able to use and interpret data. Manage the existing dashboard suite, including quality assurance, extract refreshes and data definitions.

• Support data-driven culture, within Data Core and across the Enterprise: Set and maintain a high scientific standard, enshrining validated methods and high-quality evidence in the team’s approach to COVID analytics at NYC Health + Hospitals.

• Communicate Findings: Promote innovation at NYC Health + Hospitals by clearly communicating analytics findings for diverse clinical and leadership audiences.

Qualifications: Minimum Qualifications 1. Master’s degree in public health, health care, statistics or science 2. At least 8 years of experience with applied data analysis, visualization or cleaning of healthcare or pharmacological data, preferably with large datasets 3. 3+ years of direct management experience for large data initiatives

Department Preferences 1. Experience in health care delivery systems, health information technology to support population health and healthcare. 2. Demonstrated experience in the public health field. 3. Demonstrate initiative, sound judgement and flexibility; possess effective time management and organizational skills; and be able to work under deadlines and on multiple projects simultaneously. 4. Position requires excellent verbal and written communication skills as well as strong quantitative skills. 5. Past experience in data analysis of healthcare or pharmacology data. 6. Detailed oriented and a commitment to innovation. 7. Strong interpersonal and communication skills are essential.
