Health and Human Services Agency The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well- being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs, and organizes the HHSA’s services to be more responsive to the needs of the public.

Public Health focuses on community-wide prevention of communicable disease, chronic disease, injury, substance abuse, family violence, and lead poisoning. Public Health helps the community develop policies and support community environments that encourage healthy behaviors. It promotes nutrition and physical activity, healthy aging, worksite wellness and healthy communities. Public Health is also where the HHSA’s emergency response unit is headquartered, and its laboratory provides testing services for Shasta and numerous other Northern California counties.

ABOUT THE POSITION

Public Health Nutritionist I/II: Under direction, provides nutrition counseling, education, training, and consulting services to clients, community partners, and the public. This position primarily carries out the duties of the CalFresh Healthy Living Program, occasionally provides services for the California Lead Poisoning Prevention Program, conducts annual food service inspections for two County programs and performs other related duties as required. The CalFresh Healthy Living (CFHL) program focuses on nutrition education, policy changes, and system changes to increase healthy eating and physical activity for low-income residents. The current CFHL program partners with food pantries and preschools to increase nutrition knowledge, share food preparation strategies, and increase access to healthy food. In addition, the Public Health Nutritionist II also performs related administrative and programmatic oversight duties as assigned.

DISTINGUISHING CHARACTERISTICS

Public Health Nutritionist I: This entry level professional level class provides counseling, training, and education to the public, clients, and community partners. It differs from the Public Health Nutritionist II classification in that it allows entry level professionals and those not yet registered to provide services within the Department.

Public Health Nutritionist II: This is a journey-level professional classification in the series and incumbents are expected to perform a full range of technical, administrative, and program planning duties under the direction of the assigned Healthy Communities Supervisor.

EXAMPLES OF DUTIES

Public Health Nutritionist I: Oversees the nutrition education component of the Community Nutrition Division including nutrition assessment of WIC clients and the counseling provided; provides training to Community Nutrition staff in nutrition assessment, counseling techniques and updates as necessary; monitors the quality and timeliness of record completion of WIC employees; facilitates communication between program management and Community Nutrition staff; revises or develops nutrition education materials necessary for optimal client education; recommends for purchase or acquisition nutrition education materials for client or staff education; assists with WIC and Community Nutrition outreach to the community; provides direct consultation to clients deemed "high-risk" and documents the counseling provided in the method approved by State WIC branch or other appropriate agencies; provides educational material and presentations to private/public physicians, clinics, schools and others regarding nutrition issues and WIC eligibility; performs other duties as directed by the Community Nutrition Program Manager or the Public Health Nutritionist II's.

Public Health Nutritionist II: Coordinates the provision of nutritional care to clients deemed "high risk" in all sites providing that service; oversees the nutrition education components of the community Nutrition Division including nutrition assessment of WIC and Head Start clients and counseling or materials provided; provides training to Community Nutrition employees in nutrition assessment, and counseling techniques and updates as necessary; monitors quality and timeliness of record completion of all WIC employees; oversees the operation of assigned clinic sites, including staffing, days and hours of operation, and participant accessibility; oversees WIC participant accessibility and WIC clinic flow issues; assists in the negotiation of interagency, private provider, or CPSP agreements with health care agencies in the community; revises or develops nutrition education materials necessary for optimal client education; recommends for purchase or acquisition nutrition education materials for client or staff education; assists in outreach to Community Nutrition clients, WIC eligible individuals, and the community; provides direct consultation to Community Nutrition clients deemed "high-risk" and documents counseling in the method approved by State WIC Branch or other agency as appropriate; assist the Community Nutrition Program Manager with fiscal, managerial and administrative oversight of the division.

Qualifications: Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Public Health Nutritionist I: Knowledge of: Public Health and population-based nutrition interventions; human nutrition and its relationship to health and disease; principles and practices of nutrition, including menu planning and food preparation methods specific to program area of assignment; principles of nutrition counseling; community resources in public health nutrition.

Ability to: Perform nutrition assessments, determine nutritional requirements and provide client counseling; explain the nutritional aspects of public health programs; conduct effective nutritional workshops and other educational programs; prepare clear, concise and complete reports and other written correspondence; plan and recommend policy; use a computer and/or type with accuracy at moderate speed.

Public Health Nutritionist II: Knowledge of: Human nutrition and its relationship to health and disease; principles and practices of nutrition, including menu planning and food preparation methods specific to program area of assignment; principles of nutrition counseling; community resources in public health nutrition; basic principles of supervision.

Ability to: Perform nutrition assessments, determine nutritional requirements and provide client counseling; explain the nutritional aspects of public health programs; conduct effective nutritional workshops and other educational programs; prepare clear, concise and complete reports and other written correspondence; plan recommend and implement major program policy; use a computer for basic word processing and spreadsheet applications.

These employment standards are typically attained with at least two years of experience as a Public Health Nutritionist I. A Master's degree in foods and nutrition, public health nutrition, or dietetics will be considered in whole or part of the experience requirement.

SPECIAL REQUIREMENT

Public Health Nutritionist I:

• Registration or eligible for registration as a Dietitian by the Academy of Nutrition and Dietetics’ Commission on Dietetic Registration. Must obtain registration within 1 year of date of appointment. Failure to obtain this registration will be considered cause for termination of employment in this class • Possession of an appropriate California driver license

Public Health Nutritionist II: • Registration as a Dietitian by the Academy of Nutrition and Dietetics’ Commission on Dietetic Registration. • Possession of an appropriate California driver license

IDEAL CANDIDATE

The ideal candidate will have experience in chronic disease risk reduction, physical activity, community nutrition education, policy development, and working with community partners. This candidate will also have experience in grant writing and evaluation, is a proven team player, exhibits community leadership, and is skilled in project organization. The ideal candidate will also have excellent interpersonal skills to develop community networks and is a self-starter with a commitment to improve nutrition and increase physical activity for Shasta County residents. The ideal candidate will possess the Registered Dietitian credential and have a Master of Public Health degree.
