Position Description: In the Program Data Analyst role, a typical day will include:

*Working within a team to coordinate, plan and execute assessments and program evaluation activities related to public health issues in the Army. *Actively participating in meetings with stakeholders to provide evaluation expertise. *Navigating chain of command to achieve mission project objectives. *Contributing to internal and external work groups. *Applying behavior change theories to public health programs to describe mechanisms through which programs work. Identifying gaps in foundational program information to enhance opportunities for successful evaluation. Documenting program activities, goals, objectives, and expected outcomes and creating logic models. *Providing consultation on evaluation plans. *Developing evaluation designs and choosing appropriate and feasible evaluation designs for execution. *Organizing assets and resources to execute evaluation work. *Preparing project plans to ethically collect evaluation data from human subjects. *Assessing data collection tools for evidence of reliability and validity. *Collecting primary and secondary data using qualitative and quantitative methods (nVivo, SPSS, SAS). *Developing and adhering to established data collection protocols and procedures and communicating any deviations to leadership. Developing, managing, and merging datasets and associated codebooks. *Entering and cleaning qualitative and quantitative data using specialized software. *Conducting appropriate statistical (to include t-tests, ANOVAs, and qualitative (thematic, document review) analyses to associate program activities with outcomes. *Interpreting results of analyses. *Identifying methodological limitations and evidence gaps and means through which gaps can be filled. *Documenting findings from evaluations in a variety of formats (for example, technical reports, information papers, infographics, white papers, scientific manuscripts, presentations) and to a variety of audiences (to include military senior leaders, scientific, and lay audiences). *Synthesizing information and clearly and succinctly communicating findings to various audiences. *Contributing to scientific publication and dissemination of evaluation findings within and outside the Army.

Qualifications: *Master or doctoral degree in related field (Public Health, Psychology, Sociology, etc.) *2+ years' experience in related field *Knowledge of appropriate data analysis methods including the ability to conduct analyses using proper analytic tools for quantitative (e.g., SAS, SPSS, R, Minitab) and/or qualitative (e.g., Nvivo, Atlas.ti, MaxQDA) data. *Travel domestically and internationally as required (5-10%) *NACI (T1) Clearable
