Position Description: The Maryland Health Services Cost Review Commission seeks a policy analyst who will provide research, development, and policy analysis expertise to assist the agency in developing performance measurement and population health policies. In addition, the incumbent will provide policy development and analytic support for hospital quality and financial methodologies administered by the Center for Population Based Methodologies. This is an opportunity to use big data and sophisticated statistical methods to shape healthcare policies that impact millions of Maryland residents and inform the national dialogue on healthcare policy.

This position will primarily be responsible for:

- Managing, overseeing or performing development, implementation, evaluation, and reporting of results of statistical, policy and measurement analytical studies that contribute to the HSCRC development of hospital payments and outcomes- based credits under the Total Cost of Care model

- Implementing selected methods using statistical code

- Participating in code review and other quality assurance activities

- Collaborating with team members and external contractors to incorporate potentially avoidable utilization into hospital payment programs and population health methodologies Working with stakeholders to explain and disseminate performance results

- Preparing presentations and reports to communicate results of analysis to staff and external stakeholders

- Conducting statistical modeling and other data analysis to assist in the measurement of hospital quality and development of financial methodologies

- Assisting senior staff with ad hoc projects as needed

Qualifications: Qualified candidates must possess a Masters degree in public health or related field, 2-3 years of work experience in policy development and analytics, including expertise in Stata or SAS.

Organization Description: The Maryland Health Services Cost Review Commission is an independent commission affiliated with the Maryland Department of Health. The Commission sets hospital reimbursement rates to maximize high value care and population health under the State's agreement with the federal Centers for Medicare and Medicaid Innovation. Maryland's health policy innovations are closely watched across the nation.
