Position Description: Responsibilities The Data Analyst IV will be located within Data Management, Analysis and Research (DMAR) Office of Primary Care and Health System Management (OPCHSM). The incumbent will be responsible for supporting data management, performing data analysis and research functions in supporting OPCHSM surveillance program activities. The incumbent will conduct data quality control and analysis of the Pre-hospital Care Records (PCR) submitted by Emergency Medical Service (EMS) Agencies across the state; assess the timeliness of EMS response and transport to health care facilities; conduct data linkage of PCR data to hospital discharge data to analyze and evaluate the health outcomes of the patients transported to and treated at acute care facilities, and identify risk factors that affect the quality of care provided; prepare summary statistical reports for dissemination and publication; and, perform data quality control, analysis and report generation for the Nursing Home & Adult Care Facility Daily COVID-19 Survey. This position is supported by the New York State Public Health Corps Fellowship Program. Successful completion of the Public Health Essentials certificate program will be required.

Qualifications: Minimum Qualifications Bachelor’s degree in Public Health, Statistics, Biostatistics, Epidemiology or a related field and two years of experience collecting and analyzing data; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master’s degree in a related field may substitute for one year of such experience. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access. Experience in data management, analysis and reports generation using SAS, R, GIS and/or other analytical and data management tools; experience processing and analyzing large data sets particularly those involving health care markets, services and population demographics; strong analytical and communication skills with the experience presenting data to interested parties with varying technical backgrounds; experience with conducting program evaluation research in public health.
