Position Description: Position Summary Supervise the training and development programs for an assigned area. This position is responsible for monitoring the work of employees who assess training needs, develop and deliver training programs, and evaluate training program performance.

Essential Functions • Assist in the selection of training tools or training delivery mechanisms • Coordinate the flow of work through the department, assigning tasks based the trainer's experience and knowledge • Design assessments meant to measure the performance of training programs and collects data • Manage the training equipment, training budget and supplies • Facilitate training and policy interpretation for applicable local, State, and Federal programs • Ensure applicable policies are adhered to in the issuance and redetermination of benefits through training, policy interpretation, hearings, and appeals • Plan, direct, and coordinate staff involved in the completion of program activities • Develop and oversee division wide training classes offered to managers/supervisors and/or employees • Solicit feedback and input from stakeholders in order to provide consultation and recommend necessary intervention services • Monitor, evaluate, or record training activities or program effectiveness • Assess training needs through surveys, interviews with employees, focus groups, or consultation with managers, instructors, or customer representatives • Develop alternative training methods if expected improvements are not seen • Organize and develop, or obtain, training procedure manuals and guides and course materials such as handouts and visual materials • Present information using a variety of instructional techniques or formats • Participates in MCHD response activities as needed

Knowledge, Skills and Abilities Knowledge of • Principles, practices, methods and theories of training and employee programs • Adult learning theories and of training and development principles, practices and methods • E-learning and other technological solutions and the ability to effectively use these platforms to develop and deliver training

Skills • Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks with specific deadlines while maintaining flexibility • Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources • Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice and using judgment that is consistent with standards, practices, policies, procedures, regulations and/or laws

Qualifications: Minimum Qualifications Experience: Minimum of six years of progressively responsible training experience

Education: Bachelor’s degree in training, education, human services, sociology, psychology, business or related field

Combination of relevant education and relevant experience accepted?: Yes

Licenses and Certifications

Preferred Qualifications • Experience working with Learning Management Systems, highly preferred • Master’s degree in training, organizational development, education, public health, human services or related field • Experience working in public health or related field
