The State of Nebraska, Department of Health and Human Services is seeking a Tobacco Cessation Educator. This position is primarily responsible for the development and implementation of tobacco cessation initiatives as part of the Tobacco Free Nebraska (TFN) program. TFN strives to keep youth from ever starting tobacco, help people quit, eliminate exposure to secondhand smoke, and address tobacco-related health disparities.

Location of position: Lincoln - NSOB

Work schedule: 8 am to 5 pm M-F

The key focus of the Tobacco Cessation Educator is to increase quit attempts and successful quits among Nebraskans through partner engagement, oversight of the Nebraska Tobacco Quitline contract, educational and promotional outreach, and policy implementation. This role requires attention to detail and the ability to work with complex systems. This position will:

Provide technical assistance to grantees, community partners, and health care facilities on best practices and health systems change. Plan, direct, and oversee tobacco control initiatives related to tobacco cessation, including oversight of contracts, grant proposals and reports, and technical assistance. Represent the Tobacco Free Nebraska program among national and state partners and respond to requests from these organizations as needed. Assist with grant applications, budgets, and progress reports. Develop contracts and sub grants. Perform sub recipient monitoring for compliance with federal and agency guidelines. Ensure work is completed according to the scope of work. Plan, coordinate, oversee, and evaluate statewide tobacco prevention control initiatives and programs related to increasing tobacco cessation in Nebraska. This includes oversight of the Nebraska Tobacco Quitline, increasing referrals, reporting, data dissemination, and development of materials. Engage healthcare providers and facilities in tobacco cessation efforts including mental health providers and substance use treatment facilities. Develop, organize, prepare, and distribute information, educational materials, online presentations, and training opportunities about best practices in tobacco control and prevention. Collaborate on tobacco cessation promotional efforts including message development and dissemination.

This position offices in Lincoln with the potential for a hybrid schedule after six months. Some day-travel and occasional overnight travel is required.

Qualifications: REQUIREMENTS: Bachelor's degree or equivalent training in community health education, biological science, continuing education or related field AND experience in public/community health education with responsibility for developing, leading, and evaluating health education program activities; assessing health needs; writing and designing educational and informational materials, training aids, and presentations; preparing grant proposals; or planning and leading group sessions. Related experience may substitute for a Bachelor's degree on a year-for-year basis. Some day-travel and occasional overnight travel is required.

PREFERED: Bachelor's degree and/or Master's degree in public or community health or related field. Minimum of three years of experience working in public or community health. Experience with tobacco cessation, tobacco prevention and control, or health systems change. Experience with grant contract oversight.

OTHER: Valid driver's license or the ability to provide independent authorized transportation.

Knowledge, Skills and Abilities Knowledge of evidence-based tobacco cessation interventions and understanding of operations of healthcare, mental health, and substance use treatment facilities. Ability to interpret agency, federal, state and local rules, guidelines, policies and procedures pertinent to tobacco.

Knowledge of the principles and practices of program planning, implementation, and evaluation including the assessment of goals and measurement of programmatic achievement. Skill in teaching, guiding and working with others. Ability to design, layout and use educational and informational material.

Skill in communication, time and priority management, problem solving, and decision making. Skills in word processing, spreadsheets, databases, email, and virtual meeting applications.
