Position Description: This recruitment is for multiple, project Health Services Consultant 4 (HSC4) positions. These positions are part of the COVID-19 Immunization Hiring Project and are anticipated to last through June 30, 2024. Application review is ongoing.

These Health Services Consultant 4 positions will lead and supervise staff and activities supporting COVID Vaccine Initiatives such as the Power of Provider, leveraging provider support of the vaccine and supporting public education of the Covid-19 Vaccine and future initiatives to support the uptake of the Covid-19 Vaccine.

The mission of the Department of Health (DOH) is to protect and improve the health of the people of Washington State. Immunizations are a cornerstone of public health work to reduce morbidity and mortality from vaccine preventable disease. The work of this section focuses on assuring timely access to COVID vaccines for Washington residents.

Currently, this position may be located anywhere within the State of Washington. Due to the COVID-19 pandemic, telework (mobile- work) is expected in combination with in- person. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities.

Required Qualifications

Experience may have been gained concurrently

Option 1: Four (4) or more years of experience managing or supervising professional staff. Experience should include developing work plans, setting direction for work, coordinating work among team members, monitoring performance, acting as a subject matter expert.


Option 2: Bachelor’s degree or higher in social services, public health, public administration, business administration, or related field; AND two (2) or more years of experience supervising professional staff or serving as a team lead including developing work plans, setting direction for work, coordinating work among team members, monitoring performance, and giving feedback to team members.


Demonstrated experience in the following:

Three (3) or more years of professional management or consultative experience in a health services or public health related program. Using electronic mail and the internet. Basic level experience using MS Excel and MS Word. Using PowerPoint to create training materials.
