Position Description: Disease Surveillance and Investigation •Collaborate with the NBS Coordinator, regional and local epidemiologists, and the vendor to coordinate implementation of the STD modules within the National Electronic Disease Surveillance system (NEDSS) Base System (NBS) •This position works closely with NBS Coordinator, STS staff, HSVH program areas, and SSI Program Director to develop and implement functionality in the surveillance system, including new conditions, pages, and reports •Support ongoing NBS system and STD module maintenance, user technical assistance, testing for upgrades and new functionality, and provide training to the HSVH disease programs and regions/metros on relevant topics •Provide support and consultation with STS for the maintenance and implementation of the current HIV surveillance system (eHARS). Support the eventual transition and maintenance of a modernized HIV surveillance data system. •Support onboarding of laboratory partners for electronic laboratory reporting through the import and validation of messages in HIV and STD surveillance systems •Coordinate with the NBS Coordinator and NBS Technical lead to maintain and improve NBS STD and VH data quality •Support data analysis and visualization needs of the HSVH program. •Contribute to disease surveillance and surge capacity across the state during infectious disease outbreak investigations

Planning, Coordination, and Information Sharing •Provides technical guidance and subject matter expertise to CEDEP and other communicable disease stakeholders regarding NBS STD module implementation and other HSVH informatics projects and topics. •Liaise with SSI and HSVH team members to further interoperability goals and support projects as needed •Problem-solve around public health reporting issues, serving as a liaison between reporters and the HSVH program •Regularly present on project updates and lessons learned at team meetings •Participate in writing ELC and EIP grant progress reports and narratives as assigned, including supporting informatics related components of grant progress reports and application narratives for HSVH-related funding opportunities. •Attend National HIV Surveillance Systems (NHSS) conference calls and regular program- lead HIV cluster and outbreak surveillance calls.

Collaboration •Develops and maintains relationships with SSI and other CEDEP program team members to support division informatics goals •Collaborates with regional and metro health department STD users regarding NBS management and implementation

Qualifications: Knowledge, Skills, and Abilities: The ability to liaise among the public health professionals, information technology team, and reporters is essential to this role. As such, candidates should have strong oral and written communication skills, a positive attitude, and the desire to collaborate with internal and external partners. Potential candidates also should be detail-oriented and organized, self-directed, confident when managing projects, and able to think critically to solve systems-level problems. Responsibilities will require the ability to work independently, provide individualized customer service, and collaborate in a team environment.

Experience conducting active and passive public health surveillance for communicable diseases should include completing public health investigations following a report to public health, collecting additional information from healthcare providers or the patients themselves to apply case definitions, and utilizing a surveillance system to collect and manage the data. HSVH program support will require a working knowledge of STD and HIV surveillance and CDC reporting requirements. Familiarity with PRISM and eHARS is desirable. NBS database management and reporting tasks will require programming skills in SAS (Statistical Analysis Software), R, and SQL (Structured Query Language) Server Management Studio.

Experience in informatics should include familiarity with standardized vocabulary, interoperability between systems, and a general understanding of how informatics supports public health surveillance.

Minimum Qualifications: Candidates should hold a master’s degree in epidemiology, public health, biostatistics, statistics, or health informatics from an accredited college or university, and have at least four years of work experience in epidemiology.
