Position Description: The Program Research Specialist II will support the Supplemental Nutrition Program for Women, Infants, and Children (WIC) by performing data mining and statistical analysis of participant characteristics and redemption of electronic benefits data. The incumbent will contribute in implementing data mining and analysis procedures, creating database queries, monitoring, and analyzing data, and producing reports to assist in program monitoring and outreach and participation efforts. The incumbent will query and analyze WIC administrative and fiscal data, following accepted analytic methods and practices, to identify trends, program accomplishments, and gaps in program coverage. The incumbent will use statistical analysis software to analyze and interpret data using accepted statistical procedures to describe key data elements, identify relationships and trends, and produce accurate, reasonable, and relevant reports of such analyses.

The NYS WIC program has recently transitioned from a paper-based benefit system to an electronic benefit system, creating an urgent need for datamining and analysis. In addition, under the COVID-19 public health emergency, the USDA waivers that have supported the continuation of services remotely will be expiring causing an increased need to monitor the impact on caseload and participation across the state.

This position is supported by the New York State Public Health Corps Fellowship Program. Successful completion of the Public Health Essentials certificate program will be required.

This is a grant funded position, expected to last approximately one year.

Qualifications: Minimum Qualifications A Bachelor’s degree in Public Health, Epidemiology, Health Informatics, Statistics or a related field and two years of research experience in the collection and analysis of data; OR an Associate’s degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Preferred Qualifications Master's degree in Biostatistics or Epidemiology or other closely related Public Health field. Strong methodological and analytical skills with proficiency in statistical analysis software (e.g. SAS or R). Experience with very large relational databases and/or data marts. Evidence of excellent analytic, critical thinking and scientific writing skills.
