Position Description: The Training Specialist is responsible for supporting the Training Coordinator and BT-PHP’s robust training and exercise program. This includes facilitating, Homeland Security Exercise and Evaluation Program (HSEEP) exercises and associated trainings. The Training Specialist will work in collaboration with BT-PHP and Division of Disease Control staff to ensure that all training and exercise requirements are met. The position is in person, Monday through Friday, 8:30am-5pm, with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

SPECIFIC DUTIES

• Support the Public Health Preparedness Program’s Training and Exercise Program. • Plan trainings and exercises to support local public health preparedness capabilities.

• Support the development, organization, and scheduling of the training curriculum.

• Schedule trainings, manage registrations, and support other logistics for training events.

• Maintain training records and prepare reports.

• Assist in developing HSEEP-compliant After Action Reports and Improvement Plans for exercises and related events.

• Support the management of the Improvement Planning Database to track progress.

• Collaborate with or assist other BT-PHP team members with priority projects.

• Maintain awareness of the latest developments in emergency preparedness.

• Other duties as assigned.

Qualifications: REQUIRED QUALIFICATIONS

• Minimum of a bachelor’s degree, preferably with two or more years of relevant experience working in public health, emergency management, communications, or a related field. Previous non-profit or government experience a plus.

• Working knowledge of Microsoft Office applications, as well as an interest in learning about and using other types of information technology.

• Candidates should have excellent communication skills and the ability to work in a team environment.

• Strong written and verbal communication skills.

• Detail-oriented with excellent organizational skills.

• Ability to communicate effectively and work with various teams.

• Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.

• A valid driver’s license is required.

Organization Description: The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control (DDC), is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT- PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.

Additional Information: This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program objectives.

This position reports to the Training Coordinator of the Bioterrorism and Public Health Preparedness Program.
