Position Description: Using the framework provided by CDC’s Public Health Preparedness Capabilities: National Standards for State and Local Planning, as well as local priorities, the Planning Manager will lead strategic public health emergency response planning for the Program as well as supervise staff who conduct these activities. The Planning Manager will lead the Program planning unit, which is responsible for developing, revising, and updating all-hazards emergency plans for the Philadelphia Department of Public Health across all public health emergencies, including pandemics and infectious disease outbreaks, environmental hazards, and bioterror attacks, among others. The manager will work closely with other emergency response partners, including the Office of Emergency Management, to align strategies and goals across the City. This position is Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

SPECIFIC DUTIES

• Lead the BT-PHP planning unit, including supervision of unit staff and oversight of Program planning efforts across all hazards.

• Manage annual plan updates to ensure plans are up-to-date and respective of current City and Department needs and processes. Work with the Program evaluation unit to identify major process or policy changes to incorporate into plans.

• Develop and maintain comprehensive public health emergency response plans for all hazards, including bioterror attacks, pandemics and infectious disease outbreaks, special pathogens, environmental hazards, and weather emergencies.

• Track improvement planning items, including corrective actions and responsible staff members identified from past exercises and responses.

• Ensure incorporation of equity lens in planning activities.

• Liaise with internal and external stakeholders to ensure that emergency response plans are holistic, coordinated across agencies, and reflective of the needs of Philadelphia’s population.

o Represent the Program in external planning workgroups where appropriate.

• Assume personnel management responsibilities as determined by the Program Manager, including developing talent, setting milestones, reviewing work outputs, ensuring excellence and Program standards, assessing performance, and other administrative responsibilities.

• Serve as a core member of the response team for the Department for a variety of emergencies.

• Promote Program accomplishments through attending conferences, giving presentations, and writing and submitting manuscripts/abstracts to appropriate organizations, conferences, journals, etc.

• Other duties as assigned.

Qualifications: REQUIRED QUALIFICATIONS

• Master’s degree in public health or related field.

• 3 or more years of experience developing plans and programs and writing technical documents.

o At least one year of management experience required. Previous non-profit or government experience a plus.

• Proficiency in Microsoft Office applications.

• Excellent writing and communication skills.

• Detail-oriented with excellent organizational skills.

• Ability to communicate effectively and work with various teams and stakeholders.

• Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.

Organization Description: The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT- PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.

Additional Information: This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program objectives.

This position reports directly to the Policy, Planning and Evaluation Manager.
