Position Description: Under direction, is responsible for professional public health program development and administrative work of considerable difficulty and may supervise work of average difficulty or have statewide responsibility for a large public health program, Tennessee Newborn Hearing Follow Up Program, which promotes federal and state activities of hearing screenings of all babies born in the state and follow up of babies that do not pass screening to receive follow up services.

Manage the HRSA grant for Early Hearing Detection and Intervention Program. Collaborate with epidemiologists on implementing the EHDI surveillance grant from CDC, including coordinating with the HRSA hearing grant activities. Manage the HRSA Newborn Hearing Grant, assuring that all grant applications and required reports are completed in accordance with federal guidance and submitted by the specified due dates. Complete contract requirements for two funded and four unfunded contracts for Newborn Hearing Follow-up. Tasks include revisions and renewals of existing contracts (budgets and scope of services), working with contracting agencies as needed on scope of work and budgetary requirements, and completing virtual or onsite program monitoring visits to each of the funded contracting agencies at least once every three years. Review and approve all invoices received for each applicable contract and monitor expenditures for each contract quarterly. Provide technical assistance and support to providers, stakeholders, and the public statewide in the newborn hearing follow-up program including coordinating the Newborn Hearing Advisory Committee, Learning Community, working with nurse case management staff and epidemiologist regarding case follow up and quality improvement projects and working with stakeholders to identify needed intervention.

Qualifications: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) full-time increasingly responsible professional health program work including, at least, two years of full-time supervisory work or statewide program oversite. Substitution of Education for Experience: Additional graduate coursework in a business or health related field may be substituted, on a year-for-year basis, for one year of the required non-supervisory experience. Substitution of Experience for Education: Additional qualifying professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.
