Position Description: Public Health Analyst I Position Summary: Provide evaluation support for DCPC’s project to develop, disseminate, and evaluate communication materials to address the social determinants of health that influence cancer risk. The contractor will work directly with the DCPC project team which includes staff from within the Office of the Director and staff within each of the branches. Overall objectives include The refinement of an overall evaluation plan, including process and outcome evaluations Identification of primary prevention topics and concepts for new communication materials Process evaluation of communication and partnership activities Evaluation of the awareness and use of new materials developed during the project Enhancement and expansion of DCPC’s partnership network Dissemination of evaluation findings to CDC staff and partners

Essential Duties & Responsibilities:

Evaluation services involve the development and implementation of evaluation studies designed to assess the processes and effectiveness of public health programs. Specific tasks related to this include the development of protocols and data collection instruments, data analysis and interpretation, and communication of findings through technical reports. In addition, evaluation services also encompass activities related to the provision of technical assistance in program evaluation and the dissemination of evaluation findings both internally and externally to articulate program outcomes and facilitate program improvement.

The Contractor shall provide support to the DCPC as follows:

Provide critical input on the content of and revisions to an overall evaluation plan, including process and outcome evaluations. Support the identification and development of primary prevention topics and concepts for communication materials based on previous needs assessment findings. Provide expertise in the development and refinement of tailored frameworks to guide the evaluation of communication messages and materials. Support the implementation of process evaluation activities to determine if communication and partnership activities were implemented as intended. Support the implementation of outcome evaluation activities to assess awareness and use of new materials developed during the project. Provide support for ongoing efforts to evaluate and enhance DCPC’s partnership network, including the identification of gaps and potential new partners. Provide support for ongoing efforts to share evaluation findings with CDC staff and partners.

Qualifications: The Evaluation Specialist must have a Masters’ degree in evaluation and applied research, public health, statistics, or an applicable field of study, and two years of relevant experience applicable to requirements as described in this project, including the following: Knowledge of program evaluation theory specifically in the areas of partnership evaluation, policy evaluation, theory-driven evaluation, and utilization focused evaluation Proficiency in quantitative, qualitative, and mixed methodologies especially as it relates to instrument development, data collection/abstraction, and analysis using software application. Experience in community partnerships, collaboration, and capacity building in the area of community health and development. Strong oral and writing skills, especially
