Position Description: This position is responsible for performing advanced level quality management and continuous quality improvement of the New Haven Health Department Ryan White Program. This position is also responsible for ensuring compliance with established policies, procedures, and all mandated federal, state, and local laws and regulations of the of the Ryan White program according to the Ryan White HIV/AIDS Program National Monitoring Standards and Planning Council Service Standards.

The quality management work involves developing, overseeing, and evaluating ongoing quality management and continuous quality improvement activities to ensure technical quality and integrity of the overall program. This component of the work also involves facilitating QM/CQI processes with Ryan White Program stakeholders, including sub-recipients; serving as liaison to the New Haven Fairfield Counties’ Planning Council; and engaging communities severely impacted by HIV.

The compliance work involves ensuring compliance with established policies, procedures, and all mandated federal, state, and local laws and regulations. Both components involve serving as a liaison between Ryan White administrators, community agencies, and clients, as well as maintaining a thorough knowledge of Ryan White policies and procedures, and of changes and updates to federal, state, and local regulations.

Hybrid remote work options for some aspects of the work may be available once work routine are established.

Qualifications: Requirements Include: Master's Degree in Public Health, Healthcare Administration, Community Health or other allied healthcare degree and two years of professional level experience in monitoring, auditing, or quality assurance activities in public health programs; or quality management, quality improvement, or evaluation in public health programs. Additional required knowledge, skills and abilities include:

Knowledge of a variety of evaluation methodologies. Knowledge of current public health concerns and indicators for measuring the health status of a given population. Knowledge of federal, state and local government procedures and guidelines directly related to the administration and implementation of HIV/AIDS programs under the purview of the New Haven Health Department. Knowledge of HIV/AIDS healthcare services and public health principles, and practices. Skill in the use of statistical analysis tools such as Access, Excel, GIS, Suddan, SPSS, SAS, or comparable programs to analyze multiple complex databases.

The New Haven Health Department has a long tradition of protecting the health of city residents through disease prevention and health promotion. Established in 1872 as the New Haven Health Commission, the Department has evolved from its beginnings combating poor sanitary practices and yellow fever epidemics. We've emerged as a leader in the fight against HIV/AIDS early in the epidemic, establishing one of the first syringe exchange programs in the country 28 years ago. Today, we continue to provide the essential public health services and enforce the Public Health Code as outlined in state statutes and the city charter. This also includes responding to complaints of public health nuisances as well as ensuring environmental health and safety and curbing disease outbreaks.

We work to ensure the health of our residents, particularly our most vulnerable neighbors. We provide school nursing services, maternal and child health case management, health screenings, and health education.
