Position Description: |
The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual for the position of Special Investigator to join our team. This position will be located within the Office of Emergency Medical Services. See below for additional information on this great opportunity!
POSITION HIGHLIGHTS: Work Schedule: Typically Monday - Friday Work Hours: Full-time, First Shift, 40 hours per week There may be opportunities for an alternate work schedule and working remotely in accordance with State policies. WHAT YOU'LL BE DOING: Performing investigations of complaints referred to the Department related to individual practitioners and/or EMS organizations regulated by the Department Interviewing witnesses, complainants, medical and hospital personnel, and others to obtain information Securing evidence in the form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings Researching, collecting and evaluating data Examining, analyzing and evaluating complex medical records Writing reports and providing recommendations for appropriate corrective action Answering public inquiries Conferring with consultants for professional opinion on standard of care

Qualifications: |
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED 1. College training in consumer protection, health care, law enforcement or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS Experience with the provision of health care preferably within a licensed or certified ambulance service or within the emergency medical services system. (For the purposes of this posting, “Emergency medical services system” means a system which provides for the arrangement of personnel, facilities and equipment for the efficient, effective and coordinated delivery of health care services under emergency conditions.) Experience independently conducting criminal and/or administrative investigations related to alleged violations of state and/or federal laws and regulations and writing subsequent investigatory reports Experience interviewing and obtaining statements from complainants, respondents, witnesses and/or individuals (or body of individuals) to obtain information related to an investigation Experience collecting/securing evidence in the form of statements, documents, records and exhibits in conjunction with an investigation and properly maintaining the confidentiality and security of an investigative file Experience testifying in court or at administrative hearings

DPH accomplishes this through the implementation of its Strategic Plan which outlines the actions that DPH is taking to accomplish its Mission.
Our Office of Emergency Medical Services is responsible for strategic planning, regulatory & statutory oversight, as well as programmatic implementation of the Emergency Medical Services (EMS) system in Connecticut. For EMS providers, this includes development of the educational framework for training EMS providers, application and licensing of over 20,000 EMS providers, inspections of over 900 EMS vehicles and investigation of complaints against EMS providers for standard of care or other regulatory violations. For EMS organizations, this includes coordination of the overall EMS system via review and consideration of new EMS organizations and requested changes in services provided of current EMS organizations, oversight and analysis of EMS Data, as well as investigation of complaints against EMS organizations for regulatory violations that put the public's health at risk.
