Position Description: Under the direction of the Director of the Office of Opioid Response & Policy (ORP) and Program Manager provides comprehensive health promotion services. The Health Educator is responsible for assessing health education needs; planning, implementing, and evaluating health education programs, coordinating health education services, and serving as a resource person in Health education. The Health Educator addresses the promotion of health and quality of life through education, policy, systems, and environmental change. 1. Selects Health promotion and prevention programs that are promising practices, best practices or evidence-based that support overdose prevention. Also, advocates for policies and funding that will improve the health outcomes for New Jersey residence. 2. Crafts communications and communication plans in collaboration with the Director, Program Manager, and/or Communications, that are culturally appropriate and communicated in a language/manner that the population can access and understand. 3. Supports the Outreach and Linkage to Care Coordinators with conducting various overdose prevention outreach initiatives. 4. Works collaboratively with key internal and external stakeholders to expand outreach capacity. 5. Establishes and participates in community partnerships. Also serves as a liaison between the Department of Health, local health departments (LHDs), harm reduction centers (HRCs), and other community-based providers in planning outreach initiatives. 6. Coordinates the distribution of naloxone, fentanyl test strips, and other harm reduction educational/informational material at the local level, by engaging LHDs/ HRCs and other community partners. 7. Provides overdose education and naloxone distribution to libraries, hotel/motel staff, transportation centers, local health departments, shelters, and other priority establishments throughout NJ. 8. Uses DOH surveillance data dashboards to identify trends and hotspots to support overdose outreach initiatives including but not limited to identifying locations where there is a high incidence of overdose amongst Black and Latino populations. Works with other Health Educators, Linkage to Care Coordinator, LHDs, and other key stakeholders such as OFRT members to strategize how to effectively provide outreach in those areas. 9. May be responsible for assisting with procurement activities, including but not limited to researching items, getting quotes, and assisting with the purchase of promotional and other items for events and coordinating transportation to SUD treatment and HRC locations. 10. Maintains an inventory of health and human service resources 11. Prepares an annual written health promotion plan and report 12. Participates in grant writing to support the ORP and health promotion initiatives. 13. Provides in-service training programs for staff, volunteers, and other interested parties 14. Develops and facilitates Health education programs for community issues that are not addressed by the ORP, if applicable. 15. Completes other duties as needed.

MANDATORY SKILLS/CERTIFICATION: N/A LOCATION: This is primarily a field position that will require travel throughout the state to provide support and increase community engagement/ partnerships. However, when in office this position reports to 55 N. Willow St, 3rd Floor, Trenton, NJ 08060.

Qualifications: Two (2) years of experience assessing community health education needs and, in the planning, implementation, and evaluation of diversified health education programs in a local or state health department or community-based organization.

A Master's degree in one of the areas listed above may be substituted for one (1) year of the required experience
