HHS Office and Location: A fellowship opportunity is currently available in the Office of Health Policy within the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) in Washington, D.C.

Given the COVID-19 pandemic and pending the status of federal telework at the time of appointment, the fellow may be onboarded and work remotely for a period of time.

ASPE advises the HHS Secretary on policy development, leads special initiatives, conducts and coordinates the Department's research and evaluation activities and manages cross-Department planning activities such as strategic planning, legislative planning, and review of regulations.

Research Project: The selected fellow would be mentored by a team of policy, public health, and economic experts who focus on public healthcare- related policies.

The fellow would have the opportunity to conduct health policy research and participate in quantitative data analyses in a variety of areas including health care markets, health care access and coverage, health policy and informatics, public health, prescription drug pricing, and health outcomes research. The fellow would assist with research tasks such as analyzing federal data including Medicare and Medicaid claims data, Marketplace enrollment data, and federal survey data (ACS, NHIS, etc.), interpreting the results of such analyses, and identifying policy implications. The fellow may also have the opportunity to participate in qualitative research to inform quantitative findings, such as participating in key informant discussions. The fellow would have the opportunity to develop skills in policy and program analysis and research. In addition to direct mentorship by the ASPE team, the fellow would have the opportunity to meet with federal agency partners whose programs these projects are intended to inform.

Learning Objectives:

- Developing and maintaining subject matter expertise on one or more topics relevant to the health care financing and public health policy. - Supporting research and evaluation activities to inform decisions about federal program improvement, regulations, and/or policy making related to health care financing and public health. - Drafting internal and external research documents and other materials for use by staff, management, and/or senior ASPE leadership in briefing key stakeholders and other leadership, including the HHS Secretary.

Anticipated Appointment Start Date: June 1, 2023. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.

Level of Participation: The appointment is preferably full-time. Part-time appointments available upon inquiry.

Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience. A health insurance allowance will be provided.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Preferred skills:

- A successful candidate should have experience designing, planning, conducting, and communicating the results of analytical research projects within health care financing or delivery. The candidate should have knowledge of and experience with quantitative research approaches (e.g., statistics, econometrics, epidemiology, health services research). Experience in the areas of health care financing or delivery such as health economics, maternal and child health, health insurance, social determinants of health, rural health, health equity, health workforce, health centers, health informatics, etc. is desirable but not necessary. - An ideal candidate would be someone who is still relatively early in their overall career but has strong quantitative skills and experience analyzing topics related to those specified above, or someone who is later in their overall career, but has substantial experience working on a variety of the topics mentioned above and who would have broad knowledge of HHS programs and the populations HHS serves.
