The incumbent works under the general supervision of the Chief Medical Officer/Deputy Director of Programs and Policy and is responsible for providing oversight of all programmatic and operational activities of the Prevention and Harm Reduction Division (Prevention), one of five programmatic Bureaus of HAHSTA.  Prevention is primarily responsible for developing, implementing, monitoring, and evaluating Syndemic Prevention and Harm Reduction Programs awarded to the District of Columbia.

Major Duties and Responsibilities

The incumbent will oversee the district’s safety net Prevention and Harm Reduction programs, the reporting requirements to the Centers for Disease Control (CDC) and serves as the subject matter expert related to infectious disease prevention and harm reduction. The incumbent serves as the Bureau Chief and is responsible for performing a wide variety of duties related to development and implementation of program procedures, grant application review and evaluation, negotiations, grant award, post-award monitoring and technical assistance, audit resolution and closeout.  The incumbent manages and supervises the overall staff operations of the Prevention and Harm Reduction Division, which is responsible for assisting agencies in managing their grant- funded programs, helping them maximize grant revenues, while minimizing administrative overhead cost.  Incumbent designs and monitors the development of tools used to collect, monitor, and evaluate agency program activity from an operational, financial, and staffing perspective in a standardized format.  Supervises the assimilation and evaluation of data collected on federally funded programs to identify major operating functions, issues, and problems. 

Consults with federal, state, and local governments as well as other professional sources to identify strategies and processes that will be satisfactory in addressing those operational issues and programs that are not being met.   Incumbent provides support, training, and operational assistance to staff on policy and strategic planning aspects of Prevention program management.  Provides policy guidance and interpretation for program staff through workshops and/or briefings and for the grantee community at training seminars or conferences or in response to inquiries. The incumbent is a member of HAHSTA’s senior leadership team and is expected to work closely with other Division Chiefs.  The incumbent will also work with other units of DC Health such as the Health Licensing and Regulations Administration and Surveillance Unit and the Community Health Administration to collaborate and ensure comprehensive population management across the agency and to recommend blended and braided funding as appropriate. 

Master’s degree or higher-level degree in public health related field strongly preferred.
