Position Description: Make a difference

As our Policy Analyst,[LR1] [TKE(2] you will be at the forefront of shaping policies that have a statewide impact on public health. Your responsibilities will include developing and managing procedures, policy statements, and interpretive statements for the programs within the Center. You'll also play a key role in providing policy advice and consultation, supporting legislative analysis, and contributing to the success of various projects within the agency.

Key Responsibilities Include:

Policy Development: Lead the development and management of procedures, job aids, policy statements, and interpretive statements within the Center to ensure compliance with federal and state statutes, regulations, and agency policies. Policy Advice and Consultation: Provide expert-level advice and consultation on statutes, regulations, and policies for the programs operated by the Center. Respond to and resolve policy escalations from stakeholders, partners, and the public. Project Support: Support and provide subject matter expertise on statutes, regulations, and policy on CHS, division, and agency projects. Lead medium to large policy projects, analyze mandated policy change initiatives, and coordinate vital record events. Legislative Analysis and Rule Development: Research and analyze bills, draft bill analyses, and support documentation. Manage the 5-year rule review process, draft and edit agency request legislation, and present policy briefing papers for division and agency leadership.

Qualifications: Option 1: Five years (5) or more years of policy development or consultative experience in a health services field, coordinating services, enforcing regulations and policy changes, or experience analyzing policy, or comparable combination of experience.

Option 2: An Associate’s degree or higher in business administration, public administration, public health, or related field AND three (3) or more years of experience in policy development or consultative experience in a health services field, coordinating services, enforcing regulations and policy changes, or experience analyzing policy, or comparable combination of experience.

Option 3: A Bachelor’s degree or higher in business administration, public administration, law, public health, health administration, or a related field AND one (1) or more years of experience in policy development or consultative experience in a health services field, coordinating services, enforcing regulations and policy changes, or experience analyzing policy, or a comparable combination of graduate education and experience.

AND, for all options

Experience in the following: Developing procedures Leading policy and process changes Leading projects

As well as the following Skills:

Excellent written and verbal communication skills Strong analysis, problem-solving, and organization skills. Advanced editing and proofreading skills.
