These positions perform complex health care investigations associated with complaints against health care professionals subject to Title 18.130 RCW, the Uniform Disciplinary Act (UDA), and the medical marijuana consultant program. They conduct general and technical investigations of complex cases often involving multiple health care issues, complainants, respondents, and/or professions.

These positions are responsible for independently conducting practice reviews/audits and inspecting regulated facilities. These positions report to a Health Care Investigator 4 and support the agency and division’s mission by providing timely and thorough investigations into allegations of misconduct of licensed healthcare professionals, practice reviews, and inspections of select regulated healthcare facilities.

Some of what you’ll do

Apply senior-level knowledge and expertise to conduct thorough and timely investigations. Review and interpret applicable guidance, policies, rules, and statutes to determine scope of complaint as well as coordinate tactics of the investigation. Formulate and write an investigative plan based on the allegations/complaint. Identify facts, evidence, and possible witnesses and determine the sequence of steps of the investigation and adjust the plan as the investigation develops. Identify and interview respondents, complainants, and witnesses on site, including homes, offices, health care facilities, and other establishments across the state. Collect, preserve, and investigate information gathered through observation, interview, health care and billing records, and document review. Prepare, organize, and write an investigative report for disciplinary authorities in a clear objective and logical format using the approved template to support administrative action. Write and serve subpoenas and notice of intent to subpoena to compel attendance of witnesses or the production of records and notify individuals of pending subpoenas as required by law. Independently conduct practice reviews/audits and inspect regulated facilities.

Qualifications:

To enter at the Health Care Investigator 1, In-Training level:

Option 1: Two (2) or more years as an investigator with a criminal justice or regulatory agency, or corporate entity OR

Option 2: An associate degree or higher in either criminal justice or another applicable field OR

Option 3: Four (4) or more years’ experience in DOH health care regulation or a select regulated health care or legal field (only Pharmacy Technician, Dental Hygienist, Vet Technician, Physical Therapy Assistant or Paralegal)

To enter at the Health Care Investigator 2, In-training level:

Option 1: Four (4) or more years as an investigator with a criminal justice or regulatory agency, or corporate entity OR

Option 2: An associate degree or higher with two (2) or more years as an investigator with a criminal justice or regulatory agency OR

Option 3: Bachelor’s degree or higher in criminal justice or another applicable field OR

Option 4: One (1) or more years of experience as a Health Care Investigator 1

To enter at the Health Care Investigator 3 level:

Option 1: Eight (8) or more years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity, which must include three or more years of field experience preparing evidence, interviewing witnesses, and respondents/suspects OR

Option 2: Two (2) or more years of experience as a Health Care Investigator 2

Note: Health Care Investigator 1, 2 and 3 positions must pass criminal history background check upon employment.

The HSQA Office of Investigative and Legal Services (OILS) supports the agency and division mission by implementing the discipline procedures for health and health- related professionals and businesses as required under the Washington Uniform Disciplinary Act, RCW 18.130 (UDA).
