The State of Connecticut, Office of Health Strategy (OHS) is seeking an experienced and qualified individual for the position of Lead Planning Analyst to to lead activities in the Healthcare Benchmarks Initiative established by Executive Order #5, now codified in C.G.S § §19a-754f-k. The Initiative establishes healthcare cost growth benchmarks to monitor healthcare spending growth across all public and private payers, providers and populations in Connecticut, and primary care spending target and healthcare quality benchmarks.

This individual will be accountable to the Manager of Healthcare Benchmarks Initiative, and work with consultants and other OHS staff as needed to obtain data feeds, collaborate on data analyses, and report creation for OHS, the public, state and private sector health care policy leaders.

POSITION HIGHLIGHTS: Work Schedule: Typically Monday - Friday (Please note: Hybrid and flex schedule available after completion of probation) Work Hours: Full-time, 40 hours per week Location: 410 Capitol Avenue, Hartford, CT IN THIS ROLE YOU WILL: Provides leadership, staff support, and facilitation to numerous stakeholder advisory groups. Collaborates with internal OHS teams, state agencies, external organizations, and community members. Represents OHS in public meetings. Leads stakeholder workgroups within the Cost Growth Benchmark Initiative. Coordinates public hearings and monthly meetings. Prepares reports with consultants on cost mitigation strategies. Qualifications: MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been in planning at the level of a Planning Analyst.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities. Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS Experience preparing reports, charts and data analyses for stakeholders and the public using Microsoft and other presentation tools. Experience in stakeholder engagement, procurement and project management in the public sector. Communication skills including report writing, public speaking, and facilitating large groups. Analysis skills including data evaluation, preparation, report insights, and presentations.

OHS consists of three teams: Health Systems Planning, Health Innovation and Health Information Technology.
