The State of Connecticut, Office of Health Strategy (OHS) is seeking a qualified individual to serve on our team as a Principal Health Care Analyst. This role will oversee the data analytic activities in the Healthcare Benchmarks Initiative established by Executive Order #5, now codified in C.G.S §19a-754f-k. WHAT YOU'LL BE DOING: Performing data analytics and working directly with the actuarial experts and economists on data extracted from the All Payers Claims Database (APCD), OHS and other publicly available data resources to make data available as necessary to support program activities. Working with and managing consultants and create reports and presentations. Being accountable to the Manager of Healthcare Benchmarks Initiative, and work with consultants and other OHS staff as needed to obtain data feeds, collaborate on data analyses, and report creation for OHS, the public, state and private sector health care policy leaders. Implementing the outpatient prescription drug transparency mandate C.G.S § 19a-754b for existing and new drugs on the market. This includes on an annual basis, working with representatives of the drug industry and health and human services agencies, utilizing the APCD and/or information reported by drug sponsors and manufacturers to identify and report on drugs provided at substantial cost to the state or are critical to public health.

Qualifications: MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Eight (8) years of professional experience in financial management with some experience in health care management.

Note: Financial management is defined as professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures of a business organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED 1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in accounting, finance or other closely related field or public health with some college courses in accounting or finance may be substituted for one (1) additional year of the General Experience.

3. Professional experience in health care facility administration, health program administration, health insurance administration, health planning or other health care related fields may be substituted for the General Experience on a year for year basis to a maximum of one (1) year.

PREFERRED QUALIFICATIONS Experience in complex Data analysis within healthcare. Experience with actuarial analysis including health insurance plan within the healthcare system. Experience preparing reports, charts and data analyses for stakeholders and the public using Microsoft and other presentation tools. Experience with procurement and project management in the public sector.

The Healthcare Benchmarks Initiative establishes healthcare cost growth benchmarks to monitor healthcare spending growth across all public and private payers, providers and populations in Connecticut, and primary care spending target and healthcare quality benchmarks.
