Position Description: |
These Management Analyst 3 positions are employed to engage partners, interested parties, and communities in policy, rulemaking, and legislative work, with a focus on promoting diversity, inclusion, cultural humility, equity, environmental justice, and social justice throughout the HSQA division. Reporting to the HSQA Strategic Policy Manager, these positions provide support and guidance with community engagement efforts to offices and programs. They oversee the division’s community engagement database, ensure culturally and linguistically appropriate services standards are held, and maintain positive relationships with community organizations.
Your expertise will assist in shaping the direction and implementation of HSQA's outreach to the people and communities in Washington that we serve and our partners that work with the Department. You will identify and coordinate changes and updates to HSQA systems and processes to facilitate equitable and accessible community engagement. You will collaborate closely with the DOH Community Relations and Equity team on agency-wide community outreach.
Some of what you’ll do:
Identify potential agencies, organizations, coalitions, groups, and community leaders who may be affected by HSQA projects, programs, or actions. Conduct and facilitate community engagement opportunities in partnership with program staff as needed and appropriate. Consult, develop strategies, and formulate recommendations regarding how to incorporate community priorities and feedback into agency work. Develop and maintain relationships with diverse communities, groups, and individuals across the state who may be affected by HSQA projects, programs, or actions. Evaluate strategies to ensure HSQA is effectively reaching and engaging diverse groups and people across the state and working with internal partners to update processes as needed. Deliver training and other learning opportunities that advance the division’s community engagement goals, including goals related to diversity, inclusion, cultural humility, and environmental justice.

Qualifications: |
Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: At least six (6) years of experience coordinating projects or programs that focus on diversity and inclusion, equity, addressing health disparities, social justice, cultural humility, community engagement, and/or working with historically marginalized groups.
OR
Option 2: An associate degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, or a related field; AND at least four (4) years of experience coordinating projects or programs that focus on diversity and inclusion, equity, addressing health disparities, social justice, cultural humility, community engagement, and/or working with historically marginalized groups.
AND for both options above
Experience managing multiple, complex projects at the same time.
Skills and Competencies:
Demonstrated experience and commitment in the following: Engaging in difficult conversations on topics that relate to diversity and inclusion, oppression, racism, and/or inequity. Addressing root causes of systemic inequities and social determinants of health. Excellent organizational and communication (verbal, written and interpersonal) skills. Exercises a high level of emotional intelligence, critical thinking, and judgment during challenging or ambiguous situations.
