Position Description: |

As a Continuous Improvement Specialist (MA 4), you will be the designated agency quality improvement practitioner, providing expert advice and consultation to office, division, and agency leadership on process improvement, performance management, and organizational development. This role is instrumental in driving continuous improvement efforts and operational success through the application of Lean Six Sigma principles, statistical analysis, and change management techniques.
Responsibilities include, but are not limited to:
Identify process improvement opportunities across the HSQA division through regular engagement, utilizing tools such as process mapping, value stream analysis, and root cause analysis. Lead process improvement initiatives through analysis, collaboration, cross-functional workshops, statistical analysis, and team engagement to drive sustainable operational excellence. Plan, lead, and coordinate specialized business process improvement projects using Lean, Six Sigma, statistical analysis, and change management techniques. Engage and consult with customers and other external working partners, ensuring their perspectives are considered during project development and implementation. Build trust and strong working relationships among internal and external customers through effective communication and interpersonal skills. Drive collaborative discussions and workshops, utilizing proven facilitation techniques like active listening and conflict resolution, to foster an inclusive environment and tailor approaches for diverse team needs, ensuring alignment and buy-in for proposed solutions.

Essential Requirements & Qualifications
Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: Four (4) or more years of progressively responsible experience conducting or leading quality improvement projects, process improvement analyses, and/or performance management efforts using tools and techniques such as Six Sigma, Lean and Plan-Do-Check-Adjust for system improvement AND
Facilitating diverse groups of people to identify and resolve complex or sensitive issues. Writing and presenting information and training to diverse audiences. Developing and leading teams including assigning work, and monitoring work progress, work products, and final deliverables.
Option 2: Bachelor’s degree in business administration, public administration, law, public health, health administration, organization development or an allied field AND one (1) or more years of progressively responsible experience in the following:
Facilitating diverse groups of people to identify and resolve complex or sensitive issues. Writing and presenting information and training to diverse audiences. Developing and leading teams including assigning work, and monitoring work progress, work products, and final deliverables.
Option 3: Master’s degree in business administration, public administration, law, public health, health administration, organization development or an allied field AND experience in the following:
Facilitating diverse groups of people to identify and resolve complex or sensitive issues. Writing and presenting information and training to diverse audiences. Developing and leading teams including assigning work, and monitoring work progress, work products, and final deliverables.
AND for all of the options above:
Lean Six Sigma Certification – Green Belt or completion of other comparable courses/training related to quality improvement and/or change management. Intermediate-level (3 or more years) experience using MS Word, Excel, and PowerPoint.
