The division of Health Systems Quality Assurance (HSQA) oversees Washington State’s healthcare delivery system, which includes licensing and regulating over 400,000 healthcare professionals and 7,000 facilities. The HSQA Office of Investigative and Legal Services (OILS) supports the agency and division mission by investigating and prosecuting complaints against healthcare providers and facilities.

The Strategic Project Specialist (MA3) serves as a journey-level professional, and is designated as a technical specialist in tracking, data management, and analysis activities. This position supports the OILS leadership team in developing and implementing strategic and long-range planning activities for office business and organizational planning and operations. Reporting to the OILS operations manager, the Specialist provides technical analysis and consultation to evaluate business requirements and process changes and provide well-researched and developed strategies and recommendations to office management.

Some of what you’ll do:

Independently gather, organize, and assess case timeline data and information to support analysis, development, and reporting of OILS’ Performance Measures. Plan and implement business and operational quality improvement projects. Develop and maintain the office SharePoint site and intranet and internet resource web pages. Assist in the development of processes and procedures in support of the Office Employee Engagement Plan.

Qualifications: Required Qualifications

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1: Four (4) or more years of experience researching and analyzing policies, laws, rules, or regulations; AND one or more years of experience leading continuous improvement, process improvement, performance management, and/or organizational development projects.

Option 2: Bachelor’s degree or higher in business administration, public administration, law, public health, health administration, or a related field AND one of more years of professional experience leading continuous improvement, process improvement, performance management, and/or organizational development projects.

AND for both options above:

Demonstrated experience in the following: Employee engagement and/or workforce development. Project management techniques and tools. Coaching, leading, and facilitating projects. Working with and supporting leadership and/or management. Working with diverse staff to accomplish projects. Maintaining good working relationships among diverse partners and customers.

Intermediate-level experience in the following software or similar: Using MS Word to create, format, and edit tables, columns, and charts; import data and sort table data; insert and format sections and create headers and footers. Using MS Excel to develop and manipulate complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information. Create custom chart types, pivot tables, filter lists and use data analysis tools. Using MS PowerPoint to create, format, and edit presentations; insert and format slices, create linked charts and graphs, work with pictures and objects, and run slide shows. Using MS Outlook to compose, send, and respond to e-mail and coordinate schedules and schedule meetings. Using MS SharePoint to create sites and pages, store, organize, share, and access information.
