We are seeking a dedicated individual to join our team in the role of Outpatient Clinical Care Facility Manager. This recruitment announcement is for one (1) full-time permanent Nursing Consultation Advisor (NCA) position in the Office of Health Systems Oversight (OHSO) within the Health Systems Quality Assurance (HSQA) Division.

As the Outpatient Clinical Care Facility Manager (NCA), you will play a pivotal role in promoting safe and quality care for Washingtonians. Your expertise will contribute to the oversight of state licensed and federally regulated outpatient clinical care facilities. Your responsibilities will encompass providing consultation, clinical oversight, and supervision of the Outpatient Clinical Care Facilities Unit work and staff members, including Outpatient Clinical Care Facilities compliance and complaint investigations with state and federal laws and regulations, and provide clinical guidance for office staff and leadership.

This position reports directly to the Executive Director of Acute and Continuing Care Inspection and Investigation Section. The Nursing Consultation Advisor uses independent judgment, clinical experience, and knowledge to protect the health and safety of the public by enforcing and assuring compliance with state and federal laws and regulations of assigned facilities which may include: overseeing and directing the inspection and investigation of state licensed Ambulatory Surgery Facilities (ASF), and federally certified End Stage Renal Dialysis (ESRD), and Ambulatory Surgery Centers (ASC).

Some of what you’ll do:

Advise and provide consultation to the office executive leadership team and staff on current nursing standards. Coordinate nursing consultation services as they relate to clinical issues that arise in assigned facilities. Consult on matters involving complaint investigations and inspections of assigned facilities. Ensure clinical care investigators and surveyors understand and apply regulations by directing and managing the complaint investigation and inspection processes for state licensed and federally certified health care facilities. Supervise and provide oversight of nursing consultant institutional staff members who perform initial and routine inspections and conduct complaint investigations throughout the state. Work with staff and management to set goals for the unit, develop plans to meet those goals, monitor performance, report on work completed, and consistently aim to achieve results.

Qualifications: Required Qualifications

Licensed as a Registered Nurse (RN) in the state of Washington or eligible to obtain licensure within six (6) months of hire. Bachelor of Science Degree in Nursing. AND

Minimum of eight (8) years (full time equivalency) of professional clinical experience in the health care industry, to include, but not limited to, facilities regulated by the agency. Minimum of five (5) years in a leadership role or supervisory experience such as nurse manager, lead, supervisor, or equivalent position.
