Position Description: A team of researchers in the Departments of Epidemiology and Global Health at Rollins School of Public Health, Emory University has been conducting research aimed at improving prevention, care, and treatment of tuberculosis (TB) including drug-resistant TB, TB/HIV co-infection and latent TB infection, as well as examining the impact of TB on non-communicable diseases such as diabetes. The group collaborates with partners at other U.S. institutions as well as partners based at international sites in South Africa, Brazil, country of Georgia, Ethiopia, India, and Philippines.

We are seeking a self-motivated, highly-organized and detail- oriented Business Manager who will be responsible for supporting more than 10 ongoing sponsored and non- sponsored projects conducted at domestic and international research sites. The Business Manager will coordinate closely with the U.S. investigators, study team members, and grants, finance and HR units located at various schools within Emory and other domestic institutions, as well as with international collaborators, to provide grants management and human resources support to all aspects of our team’s projects. Experience working in federally-funded human subjects research is helpful, but the team is also willing to train an enthusiastic candidate who is a fast learner and is interested in starting a career supporting a global health research group. This position is hybrid, with an expectation for 3 days a week on campus to allow in-person interactions with other team members. The Business Manager reports to the Principal Investigators and Program Director.

Finances • Develop, plan, administer and monitor budgets for the Emory-Einstein TB Research Program initiatives with specific focus on funding sources, forecasting, grant proposals and sponsored awards. • Ensure appropriate management of research operations, financial budgets, performance metrics, and resources to continuously improve the cost effectiveness of research grants. Design and introduce effective quality and operational control mechanisms as well as audit techniques to strengthen the overall research portfolio of the program both at Emory University • Initiate, approve and audit all fiscal activities and transactions for sponsored and non-sponsored budgets. Administer fiscal compliance, expense approval, cash flow, sponsored effort reporting, and oversee operating costs. • Prepare projections based on analysis of project expenses, performances and trends. Utilize projections to inform the expansion of the TB/HIV research program portfolio, staffing, and the group’s strategic planning • Review monthly expense reports, ledgers, and close-out reports. Advise investigators, Program Director, program staff and graduate students of sponsor and institutional rules and regulations regarding expense reports, purchase of materials, supplies, consultant and fee for services, travel expenses, and other research program expenses. • Partner with investigators to interpret grant accounting guidelines and procedures to ensure compliance. • Oversee appropriate utilization and management of resources and personnel involvement for lifecycle of the projects. • Directly liaise with and build strategic relationships with relevant stakeholders and collaborators at national and international level including sponsor agencies. • Work closely with program investigators in pre- and post- award financial management of grants. • Maintain group-specific standard operating procedures relevant to staff and student travel and reimbursement for professional development activities • Pre-Award: o Develop and submit grant proposals to secure novel resources and acquisition of grants that expand the TB/HIV research program portfolio. o Develop new grant proposals in collaboration with team investigators and Program Director, and other collaborators in response to RFAs. This includes developing study budgets, liaising with national and international co-investigators and collaborating institutions to prepare site-specific budgets, scope of work, institutional profile, conflict of interest, regulatory and fiscal compliance documents, reviewing and aligning scientific research plans and specific aims with realistic goals, expectations, and fiscal feasibility. o Liaise independently with Emory’s Office of Sponsored Projects (OSP) and university-wide Research Administration Services (RAS) units to finalize, organize and review the final product (grant applications) for submission to the sponsor agency. o Prepare Just-in-Time documents.

• Post-award: o Manage Post-Award lifecycle for over 10 sponsored and non-sponsored projects. o Develop and oversee implementation of study site collaborator budgets and subcontracts – both national and international. o Provide direct oversight to all phases of sponsored award spending for allowability and compliance with federal and sponsor regulations. o Directly liaise with RAS to manage semi-annual effort certification through the Effort Reporting System (ERS). Review and resolve salary cap issues. o Oversee and review monthly effort distribution of faculty and research program staff, monthly financial reports and year-end final financial reports (FFRs). Independently develop and submit annual scientific progress and grant close-out reports to sponsor agencies. o Prepare sub-award and consultant contracts. o Review and approve expense reports, procurement requisitions, monthly subcontractor and consultant invoices, and reimbursement requests. Develop CAS exceptions. o Prepare annual financial reports to be submitted to NIH for each sponsored project. o Independently liaise with RAS and Office of Grants and Contracts Administration (OGCA) to resolve escalated issues and coordinate routine meetings to effectively manage the research program. o Oversee sponsored project financial and non-financial closeout according to institutional policy and good accounting practices and institutional audit engagement and response. Human resources • Work with investigators and Program Director to determine team’s staffing needs, and partner with RSPH human resources representatives to draft job descriptions, review applications, negotiate salary and hire successful applicants into open roles. • Interview short-listed candidates; schedule additional interviews with investigators, Program Director and other project team members as needed, and ensure candidates complete required recruitment activities. • Represent program’s marketing at Emory University career fairs and recruitment events. • Oversee performance management including mid-year and annual staff performance appraisals. • Develop and implement effective organizational structure to maximize utilization of current staffing, including the development and adherence to staffing models. • Ensure termination activities are completed and equipment returned from staff members who leave the team. • Assist in the training and onboarding of new staff members, including coordinating work space and IT equipment needs with the new hire’s department • Establish standards of performance for staff and students to meet both project needs and institutional core values. • Directly liaise with HR and REAL Program to oversee hiring of MPH students to support projects. • Review and approve students’ biweekly timecards. • Ensure that all employees have complied with mandatory institutional and program trainings. • Identify opportunities and recruit MPH students for Applied Practice Experience (APE) and/or Global Field Experience (GFE) projects. • Work with study Principal Investigator and Program Director to monitor students’ progress, develop practicum budget and track any project-related expenditures. • Assist investigators with administrative responsibilities related to K24 mentorship program.

Qualifications: • Masters in Public Health, Health Administration, Business or related field from an accredited school is preferred. • Experience with international research projects is preferred. • Ability to manage multiple priorities while working effectively as part of a geographically dispersed team. • Accuracy and attention to detail is required. • Must have excellent interpersonal and organizational skills. • Must be a strong communicator, including promptly responding to emails, presenting key information to investigators and other project staff, and leading meetings. • Comprehensive knowledge of, or willingness to learn about grants and contracts, budgets, research administration policies and practices. Experience with Emory University financial and HR systems is ideal. • Skill in assessing financial needs of the research program, creating goals and objectives for specific projects and associated sub-studies, and ensuring targets are accomplished within required timeframe. • Proficiency in the development and monitoring of research project budgets and expenditures. • Strong computer skills, including Microsoft Office suite applications.
