Position Description: The HIV Counseling, Testing & Referral (CTR) Program Coordinator is responsible for managing and supervising statewide activities and associated staff for HIV testing in health department, clinical, non-clinical and pharmacy settings. Serves as a subject matter expert and performs work requiring considerable technical knowledge of HIV and sexually transmitted infection (STI) testing technology, algorithms, and service delivery models. Develops, implements, and interprets CTR program policies and procedures, and ensures implementation of and adherence to quality assurance standards. Acts as a liaison between the Division of Disease Prevention and health districts to provide technical consultation and program assessments for both HIV and STIs. Provides technical consultation to the STD Prevention and Surveillance unit in the management of investigations conducted by disease intervention specialists and to ensure continuity of services across disease conditions. Coordinates the integration of testing for HIV, STIs and viral hepatitis. Develops program goals and objectives to reach benchmarks established in the National HIV/AIDS Strategy and in the Virginia Integrated HIV Services Plan. Ensures delivery of HIV/STI related training through the Regional HIV/AIDS Resource and Consultation Centers. Assists with planning activities for outbreak response. Manages procurement activities and approves and monitors program expenditures including contractor invoices.

Supports the delivery of program services agency wide by formal supervision of staff. Characteristic duties: setting priorities and performance standards for staff, training subordinates and monitoring overall program performance for quality based on goals and objectives, managing grants, analyzing legislative or other regulatory impact on service delivery. May serve as liaison for the program to outside interests and may perform some direct technical service functions as necessary to meet customer demand. A comprehensive knowledge of the program, considerable understanding of supervisory principles and project management and clear communication skills are necessary.

***This position is a restricted position, which is primarily funded by the CDC HIV Prevention and Surveillance cooperative agreement for health departments for a 5-year period ending May 31, 2029. Qualifications: Experience in HIV/STD or viral hepatitis prevention. - Knowledge of HIV, STI, or viral hepatitis testing algorithms and technology. - Experience supervising two or more people and evaluating their work. - Ability to demonstrate strong written communication. - Proficient in Microsoft Office suite to include Word, Excel, and PowerPoint. - Knowledge of federal grant guidelines. - Experience collecting, analyzing and interpreting data. - Proficient with managing/negotiating contracts and preparing reports. - Ability to adhere to confidentiality expectations.

Additional Considerations

- Extensive knowledge in Human Services or related field. - May have to travel overnight. - Knowledge of Ryan White Part B grant program requirements are preferred. - Experience implementing state procurement practices preferred.
