Position Summary The Sr. Health Program Manager supervises a wide variety of public health functions, including the coordination of Disease Intervention Specialist investigations, surveillance, and enforcement activities. This position also oversees the coordination of the Ryan White Part A HIV case management Program activities. The Sr. Health Program Manager is responsible for aligning the strategic goals of the program(s) with those of the Public Health Department and the County, implementing strategies to achieve these goals, assuring compliance with state and federal requirements and for providing professional/technical administrative management and direction for program managers and supervisors.

Essential Functions • Work with program managers in developing budgets for each program, assure billing/revenue information is accurate and in accordance with local, state, and federal program policies and guidelines • Provide professional management, and direction for program managers as well as community-wide collaboration efforts • Ensure accurate Communicable Disease Reporting activities occur among providers • Assist the DIS Supervisor with monitoring workflows for accurate reporting of various Communicable Diseases • Ensure appropriate Care Coordination and Case Management activities take place for Persons Living with HIV • Interpret and ensure compliance with program policies, procedures, and standards • Participate in community level planning to develop partnerships with healthcare providers and areas of collaborative practice to ensure programmatic needs are met • Assist with identifying funding opportunities and developing funding proposals • Participate in the development of policies and procedures for areas of responsibility • Oversee education programs based on needs of target population(s) • Provide leadership in developing, aligning, and implementing strategic goals of the program with strategic goals of the division, department, and County • In the event of a public health emergency, employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. • Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.

This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction • Budget development, monitoring and oversight • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar • Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate • Expertise in area of assignment

Qualifications: Minimum Qualifications Experience: Minimum of six years of experience and one year of supervisory experience or completion of an approved supervisory training program.

Education: Bachelor's degree in Public Health, Public Administration, Business Administration or related field.

Licenses and Certifications • Requires a valid North Carolina or South Carolina Driver's License • May require a Mecklenburg County Operator's Permit if required to drive a County vehicle. • May require a license if in a particular clinical, social work, or behavioral health field.

Preferred Qualifications -Master's degree in Public Health, public administration, business administration or a related field. -Three years supervisory experience preferred -Experience with Disease Reporting, Investigations & Surveillance activities -Knowledge of Ryan White Case Management activities -Experience working in the NC Electronic Disease Surveillance System
