Position Description: Summary The Health Economist will support the CDC NCEH Asthma Branch to assess alternative options for the Economic Evaluation platform/model that will estimate the health and economic impacts of effective combinations of EXHALE strategies in terms of cost-effectiveness, cost-benefit, or return- on-investment. The Health Economist will use economic principles and methods to guide decision-making processes in public health, health policy, and healthcare management.

Qualifications: Essential Duties and Responsibilities include the following: • Conduct literature review on the economic evaluation of interventions that belong to one or several of EXAHLE strategies. • Create a table of all interventions and publications included in the literature review. • Develop alternative cost- effectiveness (CE) and return-on-investment (ROI) models (e.g., Markov models, decision trees) to demonstrate potential changes in the disease states (for example, no symptoms, non-emergency symptoms, urgent care visit, emergency room visit, hospitalization) and in transitional probabilities for an individual with asthma. • Adapt models depending on the payer, age group, severity of asthma, and the scale of the program. • Apply sensitivity analysis for effectiveness and probability parameters of the model. • Develop an algorithm to estimate program cost thresholds that make the intervention efficient (= cost-effective or with positive ROI) base upon effectiveness and probability parameters, • Analyze data to assess the economic impact of diseases, treatments, and health policies. • Evaluate the economic implications of new technologies, treatments, and health policies. • Prepare detailed reports and presentations to communicate findings to stakeholders. • Contribute to policy briefs and position papers on healthcare economic issues. • Collect, manage, and analyze healthcare data using statistical and econometric techniques. • Utilize software tools (e.g., R, Stata, Excel) for data analysis and model development. • Collaborate with NCEH to inform and guide economic evaluations. • Ensure the accuracy and reliability of economic data and findings. • Communicate complex economic concepts and findings in a clear and accessible manner to diverse audiences.

Qualifications and Skills: • Analytical Skills: Strong ability to analyze complex data and economic models. • Technical Skills: Proficiency in software tools like R, Stata, Excel, or other relevant tools for economic modeling and data analysis. • Communication Skills: Excellent written and verbal communication skills, with the ability to present complex findings clearly. • Project Management: Strong organizational and project management skills. • Collaboration: Ability to work effectively with multidisciplinary teams and stakeholders. • Attention to Detail: Precision in data analysis and model development. • Critical Thinking: Ability to critically evaluate research and policy impacts. • Problem-Solving: Innovative approach to addressing economic challenges in healthcare.

Education and/or Experience • Master’s or Doctoral degree in Health Economics, Economics, Public Health, Health Policy, or a related field strongly preferred. • Proven experience in economic modeling, health economics research, or related roles. • Experience with statistical software and data analysis tools. • Experience in conducting cost- effectiveness and other economic evaluations is highly desirable. • At least 1 year of experience in the health economics or public health field. • 2 years experience in the field of economic research and evaluation. • 3 years of health economics research, quantitative modeling, prevention effectiveness research, and/or public health. • CDC or other federal health background is highly desirable. • Interest in environmental health and chronic diseases preferred.
