The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual to join our team as an Epidemiologist 4. This position will work with the TB, HIV, STD, and Viral Hepatitis Section under the direction of the HIV, Viral Hepatitis Prevention Programs and the Health Care and Support Services (HCSS) Public Health Services Manager. Program operations are in alignment with Health Resources Services Administration (HRSA) and the Centers for Disease Control and Prevention’s (CDC) Integrated Statewide HIV Prevention and Care Plan. The Integrated Plan facilitates cross-cutting program activities essential to preventing HIV transmission and Ending the HIV Epidemic goals. This position is required to effectively manage several advanced, actionable data processes and supports all the HIV data needs for the Department’s goals and initiatives to prevent HIV and maintain HIV positive patients in care and achieve viral load suppression

Design, build, and maintain databases and data systems, including troubleshooting, provide training for data entry, performance monitoring and evaluation activities, and data management. Develop and implement databases, data collection systems, data collection tools, data analytics, and other strategies that optimize statistical efficiency and quality. Develop maps, charts, graphs, dashboards, forecasts, and assessments in support of HIV/HCV prevention and care activities within the State. Analyze data related to HIV care, treatment, and outcomes, identifying trends and areas for improvement. Makes recommendations on the Integrated HIV Prevention and Care Plan’s HIV Prevention, Viral Hepatitis, and Ryan White Program HIV care related goals and objectives. Monitors and evaluates the processes, timeliness and effectiveness of the HIV Prevention and Care Services data included in the Program’s Quality Management Plan Responsible for preparing grant funded data reports and quarterly performance measurement reports. These reports provide insights into the effectiveness of the program’s services and interventions for HIV related prevention and care services, the Connecticut AIDS Drug Assistance Program (CADAP), and the Integrated HIV Prevention and Care Plan. Serves as liaison with other DPH Programs and external providers and/or public health agencies to facilitate a collaborative effort to share integrated data sets in alignment with National HIV Strategy’s Four Pillars. Supervision of staff epidemiologists.

Qualifications: |
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Nine (9) years of experience in epidemiological investigations in a responsible technical or professional capacity. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have involved program administration including disease surveillance, outbreak investigations, interviews and performing complex analyses at the level of an Epidemiologist 3. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years' for a Bachelor's degree. A Master's degree in community medicine, public health or a related health science may be substituted for one (1) additional year of the General Experience. A Doctorate in a related discipline such as medicine, public health or a behavioral or natural science may be substituted for one (1) additional year of the General Experience.
