Position Description: |
The incumbent in this position will provide oversight, include planning, grant writing, budget preparation and management, staff supervision, and program development, implementation, monitoring, and evaluation.
Knowledge of immunology, vaccines and vaccine preventable diseases, personnel management, budget development and management, and immunization program planning, management, and evaluation is required. Candidates should also have knowledge of the role of public/private healthcare partnerships in delivering vaccinations across all levels of healthcare and demographics. This position requires a master’s degree in public health or a related field with at least 4 years of relevant work experience, including management experience.
Reports to: DDC Deputy Director
*RESPONSIBILITIES:
Directly supervises senior program staff. Functions as the primary liaison with the management staff from allied DDC Programs – including Acute Communicable Disease Control, Epidemiology, Public Health Preparedness, and STD Control, to effectively implement and evaluate Immunization Program goals and objectives regarding vaccine-preventable disease surveillance, response, outbreak control, and prevention. Works closely with the DDC Admin/Finance Unit to manage grant spending, contracts, purchases, and other fiscal matters as appropriate. Oversees immunization data systems, including the Immunization Information System (IIS). Functions as the primary liaison with the Public Health Management Corporation and the Health Federation of Philadelphia to recruit, hire, manage, and – when necessary – discipline/dismiss personnel hired via contract with these agencies to staff the program. Functions as the primary liaison with the CDC’s National Centers for Immunization and Respiratory Diseases, and the Pennsylvania Department of Health’s Immunization Program to coordinate program budgeting, operations, reports, and evaluation. Interfaces with Division and Department leadership to address high-level programmatic, policy, or other citywide issues pertaining to immunizations. Prepares and submits monthly, quarterly, semi-annual, and annual reports as required by CDC and other funding sources, as well as ad hoc reports requested by the DDC Director. Assures financial and program oversight with the public interest in mind. Provides strategic guidance to the program and develops methods to support and grow effective program strategies. Directs development of a strategic plan that establishes annual/long range plans within the current budget and staffing resources. Assures program planning and implementation are done in conjunction with input from community groups and other partner organizations by applying an equity lens at every decision point. Clearly communicates a vision for the program to the program staff and leadership. Manages the development of strategic communications rooted in health equity, data, and community engagement. Models leadership and provides mentorship for direct reports and the program. Fosters professional development, positive workplace culture, and an equitable, diverse, sustainable, and effective public health workforce. Assesses and identifies potential leaders and invests in the development of staff for leadership roles. Develops and maintains effective working relationships with internal and external partners, individuals and organizations with a stake in the program’s operations. Coordinates and collaborates with other agency programs, including county, state and federal agencies, private and public health organizations, private businesses, and any other partners to provide immunization information as needed. Monitors the marketing and outreach activities of the Immunization Program. Oversees the program’s continuity of operations. Accountable for the development of federal and state grant proposal requirements; assures stewardship in implementation of federal grant proposals. Oversees, directs, reviews, negotiates, and administers budget, financial, contract, and grant management for the program, including fees, contracts, interagency agreements, memorandum of understanding, vendor contracts, subcontracts, and federal grants as needed Prepares for and implements vaccine campaigns during pandemics for adult and pediatric populations, as well as other priority populations, such as critical workforce. Prepares and delivers program presentations at local, state, and national meetings. Represents Philadelphia on the PA Immunization Coalition Board as a non-voting member. Represents the Philadelphia Immunization Program as a member of the Association of Immunization Managers. Perfect candidates don’t exist! *SKILLS:
At least 4 years of public health program planning, implementation, and evaluation, as well as experience with budgeting, management, personnel supervision and conflict resolution Knowledge of Immunization Program component implementation, including vaccine supply to - and management of - private and public agency providers, surveillance of vaccine- preventable diseases, outbreaks, and emergency response. Knowledge of immunization data and data systems. Ability to manage a large staff, a variety of ongoing projects and initiatives, and complex funding and associated grant requirements. Independently capable of writing proposals for grant funding and – if funded – fulfilling grant objectives and requirements. Effectively communicates with health care providers, Department staff, and partners allied in assuring vaccination of city residents. Ability to convey program subject matter at a variety of levels in a professional manner. Understanding of health care delivery and billing systems. Ability to effectively lead staff and direct program operations during emergency responses.
SALARY:
Salary is commensurate with experience/education. Salary range: $110,000- 115,000

Qualifications: |
