Position Description: The vision of the MDH Public Health Services Administration (PHS) is a future in which all Marylanders and their families enjoy optimal health and well-being. A strong public health workforce is foundational to the attainment of our mission and the delivery of essential public health services in Maryland. As the PHS Personnel Specialist, you will work to improve the timeliness of public health staff recruitment and hiring, track and evaluate key metrics related to recruitment and retention across PHS, communicate human resources (HR) requirements and guidance to PHS hiring managers, and work collaboratively with the MDH Office of Human Resources (OHR) to develop new and innovative ways to enhance and promote recruitment and decrease vacancies. You will work closely with PHS leadership, PHS HR liaisons, the MDH OHR, as well as collaborative partners and vendors to plan, organize, implement, administer, and supervise the interpretation and application of various PHS policies, directives and procedures regarding workforce, hiring, recruitment, personnel, and other areas.

This is a strategic and multi-faceted position within the Office of the Deputy Secretary for Public Health Services.

The position is eligible for hybrid telework.

Qualifications: MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year- for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS Preferred candidates should possess the following:

Analytics and assessment skills - This position will need to be able to analyze, use and apply quantitative and qualitative data to make decisions and improve processes Communication skills - This position will need to be able to determine communication strategies and communicate with internal and external audiences, including facilitating communication among individuals and groups Health Equity skills - This position will need to contribute to achieving and sustaining a diverse, inclusive and competent public health workforce

LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
