Position Description: |
Senior Healthcare Analytics and Research Coordinator serves as the lead healthcare data analyst of the HAO, responsible for the oversight of all analytic and evaluation functions of the office. The position co- facilitates the development of data protocols and procedures; co-administers external data contracts, including the APCD data warehouse; and supports the implementation of data quality assurance processes. The position co-leads the development and implementation of an annual plan that reflects programmatic and stakeholder needs, maintaining responsibility for key analytic and evaluation tasks included in the work plan. The position shares responsibility for completing tasks in the work plan including the creation and dissemination of standardized and ad hoc data reports in various formats to multiple stakeholders; conducting program evaluation for various initiatives; reviewing data requests from external agencies; and providing consultation, technical assistance, and training as needed to internal and external stakeholders. This position requires a thorough knowledge of the principles of health analytics, health informatics, and evaluation including the practices, methods, design, analysis, and interpretation of research studies; the principles and practices of program planning and evaluation; data dissemination methods; epidemiological and actuarial theories and practices pertinent to health services research and analysis; and a comprehensive understanding of health care, health plans, providers, and other related issues. The candidate must have experience in coordinating analytic, informatics, and evaluation aspects of a complex analytics program. The ideal incumbent will have experience in working with different types of datasets used in healthcare, conducting needs assessments and research studies in the fields of epidemiology, program evaluation, data analytics, statistics, and/or informatics; and have demonstrated ability in interpreting findings of these studies and disseminating findings to various state-level stakeholder audiences, such as legislators, key government leaders, organizational administrators, etc. in various formats. Experience with developing logic models, conducting needs assessments, and developing evaluation plans to comprehensively assess a program or intervention; and working with and overseeing projects involving large datasets is required. Experience in writing code using statistical software (e.g. SAS, STATA, SPSS, R, etc.) for advanced analyses is required.

Qualifications: |
Applicants must have master’s degree in Biostatistics, Health Economics, Health Analytics, Health Informatics, Epidemiology, or Health Services Research, OR a master’s or doctorate degree in any other health-related, analytic, or biomedical field with courses or training in health analytics, informatics or health services research, economics or epidemiology. Applicants must have had progressively responsible experience in in health analytics, health informatics, epidemiology, health services research, biostatistics, health economics, or healthcare actuarial studies with substantial experience in working with clinical, population-based health, or healthcare claims data and in appropriately using the findings of these studies to develop recommendations is expected. Additionally, the incumbent must be proficient in using statistical software programs such as SAS, SPSS or R and deploying statistical models on large healthcare analytic datasets; AND Supervisory Experience: Two (2) years of work experience in the field of quantitative analysis which involved supervising others in conducting research projects where the individual being supervised independently performed various aspects of quantitative analyses including identifying data-related problems, developing and implementing plans of action to investigate the problems, developing technically-sound and valid strategies to address the problems, using advanced analytic techniques, drawing conclusions from the findings, and developing or implementing recommendations generated from the findings of the project(s) or study(ies). Such experience must have involved: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluation their work performance. Supervisory experience may be concurrently gained during the course of one’s education or while gaining the specialized work experience.
